Alejandro Torres
Deputy Director
Alejandro is a Political Scientist and Internationalist specializing in diplomacy, negotiation, and international development cooperation. As a senior official at Colombia’s Ministry of Foreign Affairs, he played a key role in the reestablishment of diplomatic relations with Venezuela and led international cooperation initiatives for border integration with the European Union and UN agencies.
Ben Phillips
Senior consultant, Narrative Project
Ben Phillips is the author of How to Fight Inequality. He was Communications Director of UNAIDS, and Campaigns and Policy Director of ActionAid and of Oxfam. He led programmes and campaigns teams in Save the Children, the Children’s Society, the Global Call to Action Against Poverty, and the Global Campaign for Education, and he co-founded the Fight Inequality Alliance.
Andrea Ordóñez
Senior Adviser, Green Industrial Policy
Andrea Ordóñes is a Senior Adviser at the Global Cooperation Institute. In 2013, she co-founded Southern Voice, the leading network of think tanks across Africa, Asia, and Latin America, and went on to serve as its first Executive Director. Under her leadership, the network grew to include over 70 think tanks and became a powerful voice for the Global South in international policy debates.

International development and policy professional with over eight years of experience at the intersection of sustainable development, global governance, and international cooperation. Her work examines how evidence, narratives, and institutions shape development pathways, particularly for countries in the Global South.
Daniel A. Sanchez

Daniel A. Sánchez is an economist with a strong background in international cooperation, data analysis, and program management. He has played a key role in developing initiatives such as the “Global Cooperation Index” and contributing to high-profile events like the ShiftThePower summit in Bogotá.
Laura Granados
Executive Assistant
Laura C. Granados pursued education by emphasizing language, culture, and history, focusing on research based on cooperative learning. She did her B. Ed from Universidad Distrital in Bogotá, Colombia. She has worked with diverse communities to tackle social and educational challenges.
Abbey Gardner
Senior Adviser
Abbey Gardner’s work spans development finance, global health, and institution-building in low-income and fragile states.
She most recently served as Executive Director of the Science of Implementation Initiative, founded by Dr. Paul Farmer, where she focused on tracking development cooperation funding and aid effectiveness. Her work analyzing the flow of resources to low-income countries during the COVID-19 pandemic was published in The Lancet in 2025.
