This report introduces Global Public Investment (GPI) for Global Missions as a bold new paradigm for financing international action on climate and biodiversity. In response to systemic underinvestment, inequitable governance, and fragmented funding, this approach fuses the mission-oriented policy model with a transformative vision for international public finance rooted in mutuality and universality. GPI for Global Missions reframes climate and biodiversity goals as collective challenges requiring all countries to contribute, all to benefit, and all to decide. The report sets out the structural blockages facing current financing systems, explores how GPI and mission-driven investment can address them, and offers a phased strategy to unlock the scale and quality of finance needed for a just and sustainable global transition. This involves realigning the international system towards fairness, strategic cooperation, and shared purpose.
