This report lecture sets out Global Public Investment (GPI) as the foundation of a new era of international public finance—one that breaks decisively with outdated, top-down paradigms and instead embraces mutuality, universality, and shared responsibility. At a time of global turbulence—climate breakdown, economic instability, geopolitical tension, and a crisis of multilateralism—GPI represents a shift from charity to investment, from hierarchy to partnership, and from ad hoc support to structured and permanent cooperation. Rooted in the principles of circular cooperation, GPI reframes all countries as co-contributors and co-beneficiaries, reshaping the global architecture to reflect 21st-century realities. This report explores the historical context that has led to the present moment, outlines the conceptual and practical innovations of a GPI framework, and offers a phased strategy for embedding mutuality and equity at the heart of global cooperation.
